Phil is running to create thriving schools for our children, expand services for our seniors, fight for safer neighborhoods and streets for families and cyclists, and bring more affordable housing across the ward.
Phil is a former DC public school elementary school teacher and former two term ANC Commissioner representing the Palisades. Phil served on the Executive Board of the Palisades Citizens Association and the Police 2nd District Citizen Advisory Council. He was a leading voice and advocate in favor of the Ward 3 Short-Term Housing project, the Hearst Pool and Park project, and the renovation of the Palisades Recreation Center.
Phil is the current Chair of the Ward 3 Democrats and current President of the Federation of Community Associations in the District of Columbia. Most recently, Phil served as the Director of the Mayor’s Office of the Clean City under Mayor Muriel Bowser, where he worked on environmental equity across the District. Previously, Mayor Bowser appointed Phil to lead Covid-19 vaccination outreach efforts across the city.
Phil resides with his wife Kathryn in the Palisades neighborhood.
Phil is participating in the Fair Elections Program because he believes that democracy works best when everyone has a voice.
